Reports to: Project Manager/Deputy Project Manager
Key Responsibilities:
Policy & Plan Execution: Develop and implement HSE Plans, Reports, and EMPs in line with local regulations and JICA’s Standard Safety Specifications (JSSS).
Site Inspections: Conduct regular site audits, identify hazards, assess risks, and ensure corrective actions to maintain a zero-accident goal.
Incident Management: Lead investigations, document accidents, perform root-cause analysis, and implement preventive measures.
Training: Organize HSE trainings and awareness programs for staff, contractors, and partners to strengthen safety culture.
Compliance & Reporting: Ensure adherence to relevant laws (e.g., OSH Act 1994), ISO 14001, OHSAS 18001, and JICA guidelines.
Technical Support: Advise project teams on integrating HSE aspects into proposals, design, and construction.
Documentation: Maintain accurate HSE records and prepare reports for JICA, management, and stakeholders.
Emergency Preparedness: Support development and testing of emergency response plans.
Required Experience, Skills & Knowledge
Education: Advanced degree in HSE, environmental science, engineering, or related field.
Experience: Minimum 5 years in HSE management, preferably in construction/infrastructure.
Certifications: NEBOSH, IOSH, or equivalent preferred.
Skills: Strong analytical, communication, and teamwork abilities.
JICA Knowledge: Awareness of JICA’s safety guidelines and project environment is an advantage.
